The decision to bid on a major project represents a significant commitment for any organization pursuing business in Canada. Millions of dollars can be invested in a fiercely competitive environment with the possibility of zero return. Just as it would be foolish to try to run a multi-million dollar project without a proper project management plan, so too is it unwise to try to develop a major proposal without a proper proposal management plan and an appropriate organization and human resources. Many elements contribute to the success of a proposal, all requiring careful consideration and planning.
There are two key decisions that require strong commitments from management. First, what level of resources (people, money and time) should be committed to the proposal effort, given the value of the expected contract and the probability of winning? Second, what will be the precise definition of the ‘offer’ (i.e., the combination of products, services, price, and contract terms)? Key judgments made early in the proposal process will have major impacts: first, on winning the bid, and second, on successfully completing the project.
